Application doesn't work without Wi Fi

Description

If I install application without Wi Fi (from downloaded APK) and then run it.
It shows me no content. See Screenshot_2021-02-08-14-24-11.png.

If I close application, On Wi-Fi and run it again - it works.

Also first work of Win Animation is impossible without Wi Fi also. See #9101 for details

For me, everything works ok without wifi

I found only issue related to animations playing, it is fixed. Everything else work in offline mode.

Version 0.0.682 (682) does work OK without Wi-Fi
